In mid-September, Congress passed a Continuing Resolution (CR) that funds the government based on FY 2014 appropriations levels. For
the past decade, not once has Congress passed all 12 appropriations bills on time, relying heavily on emergency budgeting by CR. This
temporary funding measure will last until December 11, when Congress will have to reach a budget agreement that will fund the government
for the remainder of FY2015. It will be interesting to see how this budgeting process transpires given the results of this week’s Congressional

Acquisition Spotlight
Arlington Capital’s portfolio company Novetta Solutions has been
active in the past three months having acquired four companies. In
July, Novetta acquired Global News Intelligence, a big data and
social analytics company with such key customers as the DOD and
Dept of State. In August, Novetta acquired SigInt Technologies, a
leader in digital signal processing and intelligence analysis
solutions for the Intelligence Community. On October 2, Novetta
acquired both Digital Results Group, a leading provider of web-
enabled software and technology solutions that fuse in real-time
and sensor and intelligence data for the DOD and defense
customers; and Sentinel Applied Analytics, a specialized data
analytics firm primarily supporting DHS. These four acquisitions
represent an excellent fit to Novetta’s Cyber Analytics, Identity
Analytics and Social Analytics capabilities.

lead in the House. The current Democratic-controlled Senate will lead the
upcoming round of budget discussions and can still shape the next
budget cycle. The new Congress will convene in January 2015, so
another short-term CR is a possibility until the Republican-controlled
Senate takes office. Big ticket items already in discussion for the next
Congressional term include the Affordable Care Act, Medicare, Medicaid,
Immigration and Defense. Lastly, there is potential for another federal
debt ceiling stand off at some point next year, as the current debt limit is
set to expire in March 2015.
